Name: Emmanuel Alexis Title: Design Engineer Email: Emmanuel_Alexis@hsb.com Biography: Manny joined Hartford Steam Boiler in 2013. He served in the United States Navy as a Nuclear Machinist Mate aboard the nuclear submarine USS Providence, and he holds a Bachelor of Science in Mechanical Engineering from the University of Hartford. Manny has also earned a National Board of Boiler and Pressure Vessel Inspectors “AI” and “IS” Commissions, and an “R” Endorsement. He is also a member of two ASME Boiler and Pressure Vessel Code Committees; Section VIII, Sub-Group Toughness, and Section II, Sub-Group External Pressure. Prior to joining HSB, Manny’s work experience was primarily in performance automotive engineering and fabrication. He spent time designing and working with manufacturers to develop forced induction solutions and other components for performance automobiles. He is also an experienced fabricator and inspector with experience developing fabrication and inspection plans for both small run and mass produced parts in the aerospace and performance automotive industries. As part of the HSB Codes & Standards team, Manny is responsible for providing direct technical support to Clients and Inspectors in the field on ASME Code related questions. He is also part of the HSB design team, where he conducts design reviews in order to verify compliance of a design to specified Codes & Standards, and to ensure compliance to various jurisdictional regulatory requirements.
Name: David M. Allore Title: Field Service Manager Email: David_Allore@hsb.com Biography: David has over forty-one years’ experience working in the field of Authorized Inspection. Throughout his career, David has held various inspection positions including Authorized Inspector, Authorized Nuclear Inspector, Authorized Inspector Supervisor, International Code Services Specialist, and Manager, Code Services, where his duties included ensuring compliance to ASME Code, National Board of Boiler and Pressure Vessel Inspectors Inspection Code, as well as, International Code, Standard, and Regulatory requirements. As Field Services Manager, it is David’s responsibility to provide technical oversight and support for all International codes, standards, and/or regulation compliance, establish training needs for inspection staff and customers, develop the material for their training, identify and appoint Field Service Delivery Trainers, resolve service delivery issues and implement corrective action on a worldwide basis. Duties also include the primary point for contact for all technical inquiries for PED compliance on behalf of HSB IE, the Notified Body, and the technical liaison for global communications between HSB US and their International Offices.
Name: Sandy Babka, P.E. Title: Design Manager Email: Sandy_Babka@hsb.com Biography: Sandy joined HSB in 1993. He is a Registered Professional Engineer and holds a Bachelor of Science degree in Mechanical Engineering from Worcester Polytechnic Institute. He holds a National Board of Boiler & Pressure Vessel AI and IS Commission. Since joining HSB he has worked in the Pressure Equipment Technology Group, the Insurance Inspection Services Division as a Boiler and Machinery Inspector, and has been in the Codes & Standards group since 1998. Since 2008 he has been the Design Manager for design review activity involving pressure equipment exported to countries such as Australia, New Zealand, Malaysia, Singapore, Brazil, and India, as well as general Third Party for fee design reviews. In addition to this, he provides technical assistance for ASME Boiler and Pressure Vessel Non-Nuclear Codes as well as some International Standards and regulations. Sandy is currently a member of the Committee on Pressure Vessels (BPV VIII), Subgroup on Design (BPV VIII), Subgroup on Heat Transfer Equipment (BPV VIII), Subgroup on Interpretations (BPV VIII), and Working Group on Plate Heat Exchangers (BPV VIII).
Name: Jay Cameron, P.E. Title: Principal Engineer Email: jay_cameron@hsb.com Biography: Jay joined Hartford Steam Boiler in 1992. He holds a B.S. degree in Mechanical Engineering, Engineering Mechanics from Worcester Polytechnic Institute and an M.S. degree in Metallurgy from Rensselaer Polytechnic Institute, and is a Registered Professional Engineer. Since joining Hartford Steam Boiler, Jay has worked in the Home Office and at Mechanical & Materials Engineering (Austin, TX). Jay provides technical assistance for all non-nuclear ASME Boiler and Pressure Vessel Codes and the National Board Inspection Code (NBIC), and supports clients with design reviews. His technical expertise is in the areas of pressure vessel design and repair, stress analysis, and materials.
Name: Paul Coco Title: Senior Engineer Email: Paul_Coco@hsb.com Biography: Paul joined HSB in January 2014. Paul is a graduate of the United States Naval Academy where he earned a Bachelor of Science degree in aeronautical engineering. Paul also holds a Master’s degree of Engineering Management and a Master of Science degree in Mechanical Engineering. Paul served in the U.S. Navy from 2002 through 2010. During this time, one of his many responsibilities included, the role of Reactor Mechanical Division Officer and Training Officer where Paul was responsible for the safe operation of a nuclear power plant onboard a Nuclear Powered Aircraft Carrier. From 2007 through 2010, Paul joined the Mechanical Engineering Department at the U.S. Naval Academy where he taught Applied Engineering Thermodynamics for Naval Applications as a Military Professor. After Military Service, Paul then joined the US Nuclear Regulatory Commission (NRC) as a Reactor Operations Engineer where he conducted detailed technical reviews of nuclear licenses in accordance with federal codes and standards and performed quality assurance inspections on domestic and international nuclear vendors for nuclear safety related components. Within the HSB Codes and Standards group, Paul is responsible for providing code technical support to internal and external clients with a focus on nuclear construction to ASME Section III and the associated nuclear conformity assessment programs. He is responsible for the development, maintenance, and delivery of technical training related to nuclear construction, as well as supporting the HSB NQA Services Program. Paul is also responsible for the development of HSB’s remote inspection program and is the technical lead on emerging renewable technologies. He holds a Professional Engineer License in the state of Maryland, National Board Endorsements as an AI and ANI, and is a member of various ASME Section III committees.
Name: Andrew Davison Title: International Codes Service Specialist (ICSS) Email: andrew_davison@hsb.com Biography: Andrew has thirteen years’ experience working in the field of Authorized Inspection. Throughout his career, Andrew has held various inspection positions including Authorized Inspector, Authorized Inspector Supervisor, Company qualifications as Supervisor/Trainer/Inspector, for Australia using ASME, Brazil (NR13), Singapore (MOM), Malaysia (DoSH), India (IBR), Japan (MHLW & KHK), Third Party Inspections (including Canada), and PED, where his duties included ensuring compliance to the previously mentioned international standards as well as: ASME Codes and the National Board of Boiler and Pressure Vessel Inspectors Inspection Code. Andrew is also an ISO Lead Auditor for HSB RS and PED Lead Auditor for HSB IE. As an ICSS, Andrew provides technical support for all international codes, standards, and/or regulation compliance to the United States Western and Midwestern Regions customers and inspection staff. Duties includes training for inspection staff and customers. and also include assigning and review of inspection staff work orders as they relate to international codes and third-party inspections.
Name: Alex Garbolevsky, P.E. Title: Senior Engineer Email: Alex_Garbolevsky@hsb.com Biography: Alex joined HSB in 1979, after serving in the US Navy as a Main Propulsion Assistant. He holds a B.A. in Chemistry from the College of the Holy Cross, and an M.S. in Engineering Science from the Rensselaer Polytechnic Institute. Prior to his assignment to Codes and Standards in 2000, he spent 13 years in Germany representing HSB in more than 25 countries, serving in positions ranging from Authorized Inspector to Technical Managing Director of our subsidiary - HSB International GmbH.
Name: Philip Gilston Title: Principal Engineer Email: Philip_Gilston@hsb.com Biography: Phil joined HSB in February 2022. He holds a Bachelor’s degree in Metallurgy and a Master’s degree in Welding Technology. Prior to joining HSB, Phil worked for a major power company providing welding and materials support for large industrial boiler projects. Within Codes and Standards, Phil provides technical support and training in the areas of welding and fabrication for boilers and pressure vessels. Phil is also very active on ASME Boiler and Pressure Vessel Committees. He currently serves as the Vice Chair for Subgroup Fabrication & Examination of Section I, Member SG Materials – BPV I, Member Section I Executive Committee, and Member of Section IX SG General Requirements. Phil is also a member of two NBIC committees, Subgroup and Subcommittee Repairs & Alterations.
Name: Julie Hoskinson Title: Engineer II Email: Julie_Hoskinson@hsb.com Biography: Julie Hoskinson joined HSB in 2006 and has been successful in several different roles within the company prior to becoming part of the Codes & Standards group in 2014 as Engineer II. Julie was a Project Manager serving several of HSB’s largest customers and supporting their international pressure equipment inspection and certification needs. In 2009, Julie completed a temporary assignment as the Design Manager for the HSB International design office in Socx, France. Beginning in August 2011, Julie worked as a Program Manager responsible for DOT /Transport Canada Cylinder and Cargo Tank Inspections and European Pressure Equipment Directive (PED) Services, including managing two major transitions of the HSB Notified Body.
Name: Oberst Mulet Title: Engineer II Email: Oberst_Mulet@hsb.com Biography: Mr. Mulet has been a member of the HSB family since 1990, starting his career performing infrared inspections of electrical power systems as well as jurisdictional boiler inspections, risk evaluations, and other claims work. Since 2001, Mr. Mulet has worked for HSB providing ASME and NBIC shop and field inspection support in Puerto Rico. Mr. Mulet holds a BS degree in Physical Science from the University of Puerto Rico, and a BS degree in Electrical Engineering, specializing in power, from the Polytechnic University of Puerto Rico. He also holds National Board "A" and "B" endorsements. Mr. Mulet joined Codes & Standards in 2009 where he provides technical support on ASME, NBIC, and other International Codes. He is also a qualified instructor for our NB Prep School and presents several of our ASME seminars in Spanish for our Latin America clients.
Name: Jayaram Vattappilly, P-Eng. Title: VP, Codes & Standards Email: Jayaram_Vattappilly@hsb.com Biography: Currently, Jay Vattappilly is the Vice President for HSB | Global Inspection and Engineering Services overseeing the Codes and Standards group. Services carried out by the group include technical support, internal and external training, management of HSB knowledge databases, and global design review activities. Jay holds a Mechanical Engineering degree from the University of Calicut, India, a Master of Engineering in Welding from National Institute of Technology, Tiruchirappalli, India and a second Master of Advanced Design and Manufacturing degree from the University of Waterloo, Ontario, Canada. His work experience has been focused in the area of pressure equipment construction, QA/QC engineer, inspection engineer servicing refineries and petrochemical plants, welding engineer responsible for both structural and pressure vessel welding activities, and as a design engineer of pressure equipment constructed to ASME Sections I, IV, B31.1, and VIII. Jay presently holds a Professional Engineering license from Ontario, Canada, and National Board Commissions “AI”, “IS”, and “R” endorsement. He is a member of the Subgroup on Design (BPV I), Committee on Power Boilers (BPV I), and a member of the Technical Oversight Management Committee (TOMC). He is also a member of the Subgroup on Toughness (BPV VIII), and Subgroup on General Requirements & Piping (BPV I). He provides technical support on ASME Boiler and Pressure Vessel Code Sections I, IV, VIII, and IX, and is HSB’s subject matter expert on the Indian Boiler Regulations (IBR).
![]() Name: Michael Crichton, P.E. Title: Senior Engineer Email: Michael_Crichton@hsb.com Biography: Michael Crichton joined the HSB Codes & Standards team in 2023. He holds a B.S. degree in Welding Engineering from the Ohio State University and is a Registered Professional Engineer. Before joining HSB, he spent 19 years in the utility industry as a quality assurance engineer and welding program owner. Michael has worked to maintain utility generation equipment through weld repairs and fitness for service. In his current role with Codes & Standards, he provides technical assistance for all non-nuclear ASME Boiler and Pressure Vessel Codes and the National Board Inspection Code (NBIC). Michael’s technical expertise is in condition assessment, life management, and welding. Michael currently serves as vice Chair of the AWS D10 Committee on Piping & Tubing, Member of AWS D10.10 Practices for Local PWHT, and Chair of AWS D10.8 Welding of Chromium Moly Steel Piping and Tubing. |
