He earned a B.S. in marine engineering from the U.S. Merchant Marine Academy and master’s degrees in engineering management and mechanical engineering from the Catholic University of America. Prior to working as an Engineering Manager for several federal agencies, including the Nuclear Regulatory Commission, he served as a nuclear-qualified Surface Warfare Officer.
